Providing Services on a Temporary Basis

Under the provisions of Directive 2005/36/EC, EU nationals wishing to provide services on a temporary basis in the UK must contact the competent authority which gives access to a regulated profession in the UK. 

To provide services of a regulated profession on a temporary basis you must remain legally established in a Member State other than the UK; hold a qualification that allows you access to the regulated profession in another Member State and not be debarred from exercising that profession for any reason.

You must make a declaration in advance of your intention to provide temporary services to the relevant competent UK authority.   The authority will tell you what other documents you need to supply. You will be subject to the professional rules of the UK competent authority.

If you intent to provide services in professions which have public health or safety implications, the competent authority may decide to check your qualifications. To avoid serious damage to the recipient of the service the authority can impose an aptitude test or a very short adaptation period if there are differences in the education and training you have received and that necessary in the UK. You will also be required to practice under the UK professional title.
