White Paper and the Higher Education Act 2004

On 22 January 2003 Education and Skills Secretary Charles Clarke announced the publication of the White Paper "The Future of Higher Education", which sets out the Government's plans for radical reform and investment in universities and HE colleges.

Following the publication of the White Paper, the Government published a Widening Participation document, which outlined the actions the Government proposed taking to promote Higher Education: Attainment, Aspiration, Application and Admissions. 

Prior to the Higher Education Act, two papers were produced; a Regulatory Impact Assessment, and a Race Impact Assessment which was updated in August 2004.  There were also a number of other discussion papers that informed debate surrounding the HE Bill.  They were:  Moving toward a single, combined grant for Higher Education; Higher Education funding - International comparisons; Student Debt paper; Why not a fixed fee? and Why not a pure graduate tax?

Finally, on July 1st, 2004 the Higher Education Act was given Royal Assent.  There are some accompanying explanatory notes.
