Responsibility for Children's Social Services has transferred to the Department for Education and Skills. We are currently assessing the usefulness and usability of the Good Practice Database and will shortly be deciding how best to develop this area of the site.

The Quality Protects Programme is a key part of the Government's wider strategy for tackling social exclusion. It focuses on working with some of the most disadvantaged and vulnerable children in our society. Those children looked after by councils; in the child protection system; and other children in need.

This site informs you about the Quality Protects Programme. It includes:

  • A Good Practice Database, which contains examples submitted by councils. If you are a council or voluntary organisation you can do the same. (currently not working)
  • News from the Departments' Project Teams, who are developing policy and disseminating good practice on the range of children's service's issues.
  • News from the Quality Protects Regional Development Workers on developments and work planned in each of the four Social Care Regions.
  • A diary of seminars and conferences concerned with children's services issues.
  • Information on the strategy developing with access to key publications, press releases and speeches.
  • An extensive list of links to other Websites and organisations of interest to those involved in children's services.

Disabled Children in Residential Placements Report This report draws together available information about the numbers, circumstances and outcomes of disabled children in residential placements provided by Social Services, Education and Health. It begins to fulfil the commitment in "Valuing People" that the Department of Health and Department for Education and Employment (now DfES) will work together.

Local Authorities please note that revisions have been made to the latest QP circular 2003/4LAC(2002)19 (in word format). This supersedes the original QP1(2002/03) form sent out with Circular LAC(2002)19 on 19 December 2002. The only difference from the original form is the removal of the 'Total' column on the right hand side of the table of figures. Its removal is necessary because the correct grant balances are calculated by adding down the table of figures rather than across it. This new revised form must be bought to the Chief Finance Officer's attention and we would be grateful if you could action this request. Can you ensure that all copies of the previous audit form sent to you with Circular LAC(2002)19 on December 19 have been destroyed and replaced with the Revised version (see link above). Completion deadlines remain unchanged as 30 September for the Chief Finance Officer's certificate and 31 December 2003 for the district auditor.

The Audit Commission have published a review of the services for disabled children and their families which presents practical information and advice on the planning and delivering of services. The council for Disabled Children have produced an overview report of what the QP MAPs for Year 4 say about services for disabled children and their families. The report is full of brief descriptions of projects which are developing better ways of meeting the needs of disabled children, such as the introduction of direct payments schemes, strengthening inter-agency collaboration, and serving black and ethnic minority communities.
