Authorities please note that revisions have been made to the latest
QP circular 2003/4LAC(2002)19
(in word format). This supersedes the original QP1(2002/03) form sent
out with Circular LAC(2002)19 on 19 December 2002. The only difference
from the original form is the removal of the 'Total' column on the
right hand side of the table of figures. Its removal is necessary
because the correct grant balances are calculated by adding down the
table of figures rather than across it. This new revised form must
be bought to the Chief Finance Officer's attention and we would be
grateful if you could action this request. Can you ensure that all
copies of the previous audit form sent to you with Circular
LAC(2002)19 on December 19 have been destroyed and replaced with the
Revised version (see link above). Completion deadlines remain unchanged
as 30 September for the Chief Finance Officer's certificate and 31
December 2003 for the district auditor.

The
Audit Commission have published a review of the
services for disabled children and their families which presents
practical information and advice on the planning and delivering
of services. Guidance is presented for practitioners across

council for Disabled Children have
produced an overview report of what the QP
MAPs for Year 4 say about services for disabled children and their
families. The report is full of
brief descriptions of projects which are developing better ways of
meeting the needs of disabled children, such as the introduction of
direct payments schemes, strengthening inter-agency collaboration,
and serving black and ethnic minority communities. Hard copies can
