NSSQR Final Report on Equality and Diversity Statistical Data in DfES (SR2004 PSA Targets)

DescriptionPublic Service Agreements (PSA) Targets have been in existence since 1998. They are agreed by the Department as part of the Spending Review (SR) process. The National Audit Office (NAO) reviewed and validated the data systems underpinning the SR2004 target systems in late 2005 and early 2006.

As part of the Department's Equality and Diversity agenda, Dr Sarah Buckler (Sunderland Local Authority) was commissioned to undertake an assessment of the Department's ability to track progress against the 2004 Spending Review DfES PSA targets with respect with respect to equality and diversity issues surrounding disability, ethnicity, gender and socio-economic class. The review assessed the quality of statistics used by the DfES in monitoring achievement against 2004 PSA targets; capacity of information currently collected to identify programme impacts on equality and diversity issues and to recommend improvements; and looked at what the Department is already doing well and where it needs to do more to ensure that the needs and experience of vulnerable groups are taken into account.

This document is Dr Buckler's completed report and was published alongside a wider review (carried out by Ian Schagen of NFER) of data systems underpinning each of the Department's SR2004 PSA targets.
